The European Commission has decided to activate the Union Registry in two steps: As of 30 January 2012, the Union Registry will be partially activated only for aircraft operators. Migration and full activation of the Union Registry will probably take place in June 2012. The Slovak National Emission Registry will remain operational in its current form until this full activation.

In January 2005 the European Union Greenhouse Gas Emission Trading Scheme (EU ETS) commenced operation as the largest multi-country, multi-sector Greenhouse Gas emission trading scheme world-wide.The scheme is based on Directive 2003/87/EC, which entered into force on 25 October 2003.

Emission allowances, which belong to the certain person are archived in the account opened in the Registry. Registry is normalized electronic database, which keep strict evidence about issuance, allocation, holding, transfer and cancellation of allowances. Pursuant regulation No. 2216/2004/EC of normalized and secured systems of registries each EU member has to establish and administrate its own registry.

Registry is controlled by registry administrator. Prima banka Slovensko, a.s. was designated as Slovak registry administrator by Slovak Ministry of Environment. Slovak Ministry of Environment is central institution of state administration in patens of emission trading. The title of Slovak registry is “Slovak National Emission Registry”.

Prima banka Slovensko, a.s. (registry admin) opens operator holding account for each installation, which has permission to exhaust GHG and has allocated allowances in National allocation Plan.
Registry admin opens also personal holding accounts. PHA can be opened for any physical person or legal entity, operators as well.

Currently there is no officially registered JI project (Joint Implementation Project under Article 6 of the Kyoto Protocol) in Slovakia. No ERU units have been issued in Slovak National Registry to this date.
